The Department of Public Safety must distribute concealed carry permits to applicants who meet the requirements, making Louisiana a shall-issue state. A background check, firearms registration, and a permit are necessary to purchase a firearm from a licensed dealer. None of these are required if purchasing a gun from a private individual.

Open Carry in Louisiana

This is legal for anyone 18 and older who is permitted to own a firearm, but there are location limitations on open carry within the state.

Concealed Carry in Louisiana

Louisiana requires that residents have a concealed handgun permit (CHP) to concealed carry. They must also pass a state-approved firearms training course and be 21 or older. A permit or license from a reciprocity state is also acceptable while in Louisiana.

The state doesn’t issue nonresidents permits unless the individual is a member of the military with a permanent station there. Louisiana residents who are military personnel are permitted to concealed carry when in possession of a Louisiana state ID or driver’s license.

LOUISIANA CONCEALED CARRY LICENSE INFORMATION

Concealed Carry Requirements to Register for a License in Louisiana

An applicant must:

Be at least 21 years old
Have completed a firearms training course
Be a resident of the state of Louisiana or a member of the military permanently stationed in Louisiana
Be a U.S. citizen
Not have been convicted of a misdemeanor in this or any other state relating to a controlled dangerous substance within the last 5 years
Not have been convicted of a crime of violence within the last 5 years
Not have been convicted of a crime of violence or any crime punishable by imprisonment for a term of 1 year or greater. However, a person who has been convicted of a violation of 18 U.S.C. 491(a) shall be permitted to qualify for a concealed handgun permit if 15 or more years have elapsed
Not have a history of engaging in violent behavior (there is a rebuttable presumption that an applicant has a history of engaging in violent behavior upon proof that, within the last 10 years, the applicant has, on 3 or more occasions, been arrested for or charged with any “crime of violence,” or has on 2 or more occasions been arrested for or charged with any crime of violence punishable by death)
Not have had a permit revoked within 4 years prior to the most recent application
Not have had a permit denied within 1 year prior to the most recent application
Not be a fugitive from justice
Not be an unlawful user of, or addicted to, marijuana, depressants, stimulants or narcotic drugs

Fees:

Initial permits and renewals – $125 (65 years and older or active duty military personnel – $62.50)
Lifetime permits – $500.00 (65 years and older or active duty military personnel – $250.00)

*Note Louisiana exempts HONORABLY DISCHARGED veterans of the U.S. armed forces from all fees associated with 5-year or lifetime concealed handgun permits. This Act doesn’t affect currently active military personnel. Active duty personnel remain eligible to receive the half price discount with a copy of your most recent orders.

Non-Resident Concealed Carry License:

Yes, but only for members of the military permanently stationed in Louisiana with a Louisiana driver’s license or Louisiana state ID. The process is the same as for residents.

Name & Address Changes:

Any permittee must notify the Department of any address or name change within 30 days of the change. Failure to timely notify the department of a name or address change may result in suspension of the permit for up to 30 days.

Lost or Stolen Licenses:

If your permit is lost or stolen, you need to notify the Concealed Handgun Permit Unit in a notarized written statement completely describing the loss or theft. Include a copy of any police reports made pertaining to this matter. A new permit will be mailed to your address of record.

Residency Changes:

According to LAC 55:I:1309.F, when a permittee ceases to reside in Louisiana the permit becomes invalid and must be returned to the Department of Public Safety. If the individual returns to Louisiana, he or she must reapply for a permit.

However, LRS 40:1379.3 J (4) states that a person who maintains a dwelling in Louisiana, but is residing elsewhere as a member of the United States military or as a student, is still considered to be a resident of Louisiana.

LOUISIANA CONCEALED CARRY LICENSE APPLICATION PROCESS

Step One:

Complete a firearm training course if required.

Step Two:

Download the application form or apply online.

Step Three:

Contact your local police office, sheriff’s department or State Police Headquarters in Baton Rouge for fingerprinting.

Step Four:

You will need some of the following documents:

Application with the 3 affidavits completed and notarized;
Copy of Louisiana driver’s license or state identification card;
Correct fee;
Proof of training;
Two sets of fingerprints on an FBI Applicant Card;
Marital Status – If you are divorced, copies of the divorce settlement, decree or final judgment along with any orders or injunctions of the court must be included;
Arrests – If you have been arrested, you must include certified-true copies of court minutes as requested in the “Arrests, Detention and Litigation Section” of the application. You must still list violations that were EXPUNGED, DISMISSED or SET ASIDE or for which you were PARDONED;
Military – If you have served in the Armed Forces of the United States, you must include a copy of your DD-214. If you are currently serving in the Armed Forces of the United States, you must include a copy of your current orders or a copy of your military ID if allowed; and
Medical Summary Disposition – If you answered “yes” to any medical questions in #13-19, the Medical Summary must be completed by the treating physician. This information MUST be included with your application.

Step Five:

LOUISIANA CONCEALED CARRY LICENSE RENEWAL PROCESS

Step One:

All renewal applicants must attend a department-approved firearms course consisting of various lessons (items B1 to 6). Permit holders will be notified in writing around 120 days before the expiration of their current permit. There are several ways to proceed:

Complete and submit the new online Concealed Handgun Permit application.
Download a Concealed Handgun Permit application and complete the instructions found on pages one and two of the application.
Obtain an application at the State Police Headquarters (7919 Independence Blvd., Baton Rouge, LA 70806) between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday.

Step Two:

Applicants must then submit the renewal application with a photocopy of their driver’s license, a new training certificate, and the required fee.

Fees are $125 for individuals 21 to 64 years old and $62.50 for 65 and older. A lifetime permit is $500 for those 21 to 64 years old and $250 for those 65 and up. Active military with proof of current orders need only pay $62.50 for a five year-permit or $250 for a lifetime permit. Honorably discharged veterans may reapply for free.

Step Three:

Completed applications must be submitted no less than 90 days before the current permit expires or within 60 days following expiration of the defunct permit. Failing the latter requires a new original application and fingerprints.

Step Four:

Paper applications and other documentation must be submitted to Louisiana State Police, Concealed Handgun Permit Unit, PO Box 66375, Baton Rouge, LA 70896 and marked ATTENTION: RENEWAL DEPT.

Step Five:

You will be notified when your application is approved.

Concealed Carry for Law Enforcement Officers and Retired LEOs

The federal Law Enforcement Officers Safety Act (LEOSA) allows active and retired law enforcement officers (LEOs and RLEOs) to concealed carry anywhere in the U.S. with some restrictions. Louisiana details requirements for both LEOs and RLEOs to concealed carry through LEOSA in two revised statutes spelled out here and here.

LEOs and RLEOs must meet firearms standards set by the Peace Officer and Standards Training Council (POST). RLEOs need not requalify via a firearms course if they have been retired less than five years. Applicants must requalify after five years through POST’s Pre-Academy Firearms Course, which is overseen by one of their certified instructors.

RLEOs are also required to obtain a photo ID from the law enforcement agency they previously served. Successfully meeting the relevant standards for their status allows LEOs and RLEOs to concealed carry anywhere in Louisiana.

Firearms Training & Competency

It’s necessary to complete a state-approved firearms training program for Louisiana concealed carry, the specific requirements of which are detailed in revised statute 40:1379.3 (D) (1) and in Louisiana Administrative Code 55 § I-1311. There are many ways to achieve these standards and augment your firearm skills, including:

NRA Training

Applicants choosing this route must complete either the NRA “Personal Protection In The Home” or “Personal Protection Outside the Home” course, including instruction in child access prevention conducted by an NRA certified instructor. They may choose instead to complete the NRA “Basic Pistol Shooting” course, including instruction in child access prevention taught by an NRA-certified instructor.

Hunter Safety Courses

Louisiana offers a hunter education course, which is mandatory for unqualified hunters born after September 1, 1969, and who are not in the company of a qualified hunter. Classes are for anybody 10 and up, and qualification is valid for life.

Firearms Safety Courses From Other Providers

Public and private institutions, individuals, colleges, or law enforcement agencies often provide firearms training. Any such courses must have received direct approval from the DPS to be valid. Always consult with the Louisiana DPS if you’re in any doubt about a firearms course meeting state standards for concealed carry.

A Firearms Training Course With a State-Certified Instructor

DD Form 214 or Military Orders for Active or Former Military Members

The U.S. military issues document DD 214 when a service member performs active duty or has completed at least 90 consecutive days of active-duty training. Military or National Guard personnel who have served more than 60 months of active duty may submit their DD 214 as evidence of honorable discharge.

Per R.S. 40:1379.3, as of August 1, 2022, Louisiana residents with a
DD 214 or who are Active Military will not be required to take any class.

The Department of Public Safety and Corrections
